Missing multilanguage capabilities

I have noticed, that the distilled model is still capable of understanding different languages (German, French and Italian), but can't (or doesn't want to) answer in any other language then English. Is it possible, that the RL teched the model to only think and answer in English?

That's stated nowhere in the Model card and the base model Llama-3.1-8B is multilingual.
