Add pipeline tag, library name and link to paper

This PR adds the pipeline_tag and library_name to the model card metadata. The pipeline_tag is set to text-generation as this is a large language model. The library_name is set to transformers given the model's compatibility. I also linked the model card to the paper.
Thank you very much, but may I ask for one correction? The primary paper associated with this model is actually https://arxiv.org/abs/2404.01856
Also it looks like the markup link text is empty, so I'm not sure the link will render unless you add some text.
